Overall I believe this is a well written paper and it appears to include many if not all the issues we face with math fluency. It is my fear that we will never have a true clear picture of fluency. The one time the committee addressed the issue we, as a small group, saw and didn't see evidence of fluency. In my opinion the strongest aspect of this paper is the issue or teacher preparation on all levels. I have always thought that our high school math teachers would be much stronger if they had a stronger foundation in the math building block that quite frankly are the keys to math fluency.
